First and foremost, we believe that drowning is preventable.
We believe in safer aquatic recreation for everyone.
We believe that any person can drown regardless of age, race, or swimming ability.
We believe that drowning is a complex public health issue requiring a multifaceted approach using multiple prevention strategies.

We believe in layers of protection.
We believe in active adult supervision whenever children are in, on, or around water.
We believe in lifeguards and water watchers.
We believe in multiple barriers to prevent unauthorized access to unsupervised water.
We believe in entrapment prevention and anti-entrapment devices.
We believe all teens and adults should learn CPR.
We believe in safe water rescue techniques.
We believe in swimming instruction that includes water safety education.
We believe swim lesson programs for children should also teach parents realistic expectations of their children’s swimming ability.
We believe that no single prevention strategy can ever be relied on alone.

We believe in scientific research and program evaluation.
We believe in engineering advancements to continually improve equipment performance.
We believe in sound legislation to ensure public safety.
We believe in community outreach and education to promote awareness of drowning dangers and best practice prevention tips.

We believe in boating laws and education that provide for safer water recreation activities.
We believe in U.S. Coast Guard approved life-jackets or personal flotation devices (PFDs).
We believe that no one should ever swim alone.
We believe that alcohol and drug use should never be combined with water recreation.
We believe in certification programs for lifeguards and swim instructors.

We believe that the people who have lost their lives or suffered injury from drowning propel us in our mission - they will never be forgotten.

National Pool Safety Legislation Signed into Law

On December 19, 2007, history was made when President Bush signed into law the first-ever U.S. legislation pertaining to pool safety.  After coming just a few votes short of passage in the ‘06/’07 legislative session, the Virginia Graeme Baker Pool and Spa Safety Act of 2007 was included as part of a comprehensive energy bill, H.R.6, which passed the House on Dec. 18 by a vote of 314-100. With a generous $20,000 cash donation the Safer 3 Program shows an unprecedented display of support for the NDPA and the Symposium. Attendees will hear more about the Safer 3 Program at the symposium and learn why the NDPA is thrilled to be partnering with them to increase awareness and education about drowning prevention.

Just what is the Safer 3 Program?
Safer 3 is a comprehensive, energetic educational program that provides a multi-layered approach to drowning prevention including barrier protection of pools and spas, supervision, learning to swim and learning rescue procedures
Safer Water refers to the protection against an unauthorized entry to a pool or spa by a child that has little or no swimming skills. There are many types of protection available including, alarms, door locks, pool covers, and barrier fencing with latching gates.
Safer Kids involves both the caretaker and the potential victim, the child. Constant supervision by an adult with swimming and rescue skills, youth swim skill attainment through ongoing lessons by qualified instructors, and education of both parents and children as to proper behavior in and around the water are the key components.
Safer Response is preparing for the possibility of a drowning accident. Rescue techniques such as CPR and rescue breathing should be learned and reviewed regularly. Developing an action plan and having rescue equipment on hand are also important.
Swim for Life recognizes that there is no single answer to drowning prevention but many layers of protection that must be promoted and brought together under a single unified message.
